Cascade Endodontics Welcomes New Endodontist to Central Oregon
Dr. Cameron Woolsey was born and raised in Snohomish, Washington, just north of Seattle. He completed his undergraduate studies at Western Washington University with a degree in Cellular and Molecular Biology in 2014. Dr. Woolsey then received his dental degree from the University of Washington School of Dentistry in 2019, where he met his wife. He decided to stay in Seattle to pursue his M.S.D. in Endodontics, which he received in 2021.
Dr. Woolsey and his wife decided to move to Bend, Oregon after completing their educations. They wanted to find a home with great recreation and a strong community and felt that Bend was the perfect fit. Dr. Woolsey enjoys golfing, tennis, mountaineering, and snowboarding. Dr. Woolsey loves spending time with his wife and their dog, Palmer. The Oregon Health Authority recently released revised rules requiring all healthcare providers to be fully vaccinated for COVID-19 by October 18th with limited medical and religious exemptions. The rules apply to dental offices, and apply to all staff, including administrative staff. There are significant employer responsibilities within these rules, so ODA is offering a complimentary webinar to help our members navigate this new area of law. UPDATES FROM THE BOARD OF DENTISTRY
OHA Temporary Rulemaking – Vaccination Requirements for Healthcare Providers: To prevent and slow the spread of COVID-19, all Oregon healthcare providers and healthcare staff must be fully vaccinated against COVID-19 or request an exemption by October 18, 2021. The new regulations are administered and enforced by the Oregon Health Authority (OHA). The rules apply to all OBD licensees who provide direct patient care or have the potential for exposure to patients. For additional details on the vaccination requirements and exemptions, please review the full text of the OHA rule, OAR 333-019-1010, and OHA’s Letter to Interested Parties. Dental Hygiene License Renewals Open for 9/30/21 Expiration Date: Dental hygienists with a 9/30/21 expiration date are now able to renew their licenses using the link below:

Once you have completed the renewal process, the system will send you a receipt for your payment, it will then submit your renewal for staff review and approval. Once approved, you will receive an email letting you know your renewal is complete and when you will be able to log back into the Portal to download your license. Dental Therapy Rules Oversight Committee: With the passage of HB 2528, the Board voted at the 8/20/2021 Board Meeting to create a new standing committee (CLICK HERE ) to begin the task of promulgating new rules for the Board to consider adopting next year. The Board is reaching out to the dental therapy community to identify interested persons that may want to serve on this committee. Anyone interested in the committee or its work should contact the Executive Director, Stephen Prisby at Stephen.Prisby@oregondentistry.org or call 971-673-3200. The Committee is forming now and ideally all members on the committee will be in place before Labor Day.

The COVID Vaccine Mandate Is Wrong Mehdi Salari
As a Dentist and Healthcare Provider, I can educate and inform my patients of ways they can prevent dental disease, but I can’t order them to put fluoride or sealants on their teeth … even though there is ample science to support the effectiveness of fluoride and sealants to reduce their risk of decay. We all have patients in our practice who refuse fluoride or sealants for themselves and their children.
As a Dentist and Healthcare Provider, I can recommend a root canal or extraction to my patient with an abscessed or infected tooth; but I can’t force them to have the root canal or extraction. Patients always have the final say as to the treatment that they receive or not receive.
An Oncologist can offer radiation, chemo, surgery, pain relief or hospice to his cancer patient; but he can’t render any treatment, until the patient selects one of the treatment options. They may OFFER experimental treatment to a patient, but never FORCE the experimental treatment.
A Doctor can recommend or offer a COVID vaccine to help reduce the risk of contracting a virus to her patients, but she cannot force the patient to take the vaccine. So if a Dentist or Physician can’t force their patient to accept their recommendation, why are so many people in our state being forced to take the COVID vaccine by the Oregon Health Authority and the Governor?
Don’t we all go into work every day and obtain Informed Consent from each and every one of our patients before proceeding with the treatment? Public service announcements, radio, TV, internet, newspapers, the CDC, doctor offices … the public has most certainly been informed about the benefits, safety and reduced risk of COVID complications with the vaccine; and some people in our society have decided that it’s not for them. So the Governor and the Oregon Health Authority have jumped over the Informed Consent requirement and are now mandating the COVID vaccine to patients who have not consented to it.
I have personally chosen to take the COVID vaccine for myself and my family. I am fine with the safety and benefits of the vaccine. I just don’t agree with mandating or forcing the COVID vaccine on people who are not consenting to it. It’s not right.
The argument that nobody HAS TO take the vaccine is moot and lame, because you are taking their job and means of supporting themselves and their family away from them if they refuse. You are coercing and forcing people under duress to do something that they don’t want to do (which is and has been illegal under our justice system). People are being given the option to either take the vaccine or be outcast from their place of employment and or lose their means of supporting themselves.
The argument that those individuals who refuse the vaccine can be tested regularly is also moot and lame, because that is another medical test or procedure which they are not willfully consenting to. We can’t legally require weekly COVID testing from the unvaccinated, any more than we can legally require weekly AIDS, Hepatitis, Tuberculosis, pregnancy or other testing from our population.
Yes there are some vaccines currently required for all children to attend school, but those vaccines have been around for 40+ years and all 50 states and every country in the world accepts and requires those vaccines. We have all learned to TRUST those vaccines because they have been around for so long. There are people who are understandably nervous and hesitant about the long-term ramifications of a vaccine with barely a two year track record.
There is also a tremendous lack of trust in government amongst those who don’t want the vaccine. Do you all remember when Trump was President and regardless of what he said or did, 50% of the population was immediately, passionately and violently opposed to it, because they didn’t like or trust Trump and opposed everything he wanted to do? Well that same phenomena is in full display here, with a portion of the population not liking or TRUSTING the Governor or her self-appointed Oregon Health Authority. If you disagree with 80-90% of the policies of an individual and they keep doing things that hurt you, your family and your business … why would you trust them or take their advice or follow their mandates?
This vaccine is currently being mandated in Democratically controlled states only … which suddenly makes it a political issue and not a scientific or public health measure. Science is the same in every state and country, where as politics is dictated by those who have seized control in a particular region or area.
The Taliban can apparently say and do whatever they want to women in Afghanistan, because they have seized control; but we all can agree and realize that the way the Taliban is treating women is not fair or right. Just because a political party currently have all the power (the same Party controls the Governor, the State Legislature and has appointed the Judges for the last 10+ years) in Oregon, California, Washington, New York, etc. doesn’t mean everything they are saying and doing is right, fair or good. Absolute and prolonged power in our state is leading to an abuse of power.
How many Dentists would FORCE their patients to have a dental material put into their mouth with less than two years of clinical data and no real long-term studies? If you really believe in that material, you might recommend it to your patients, but none of us would mandate that a patient put something into their mouth or body and threaten them with the loss of their job, income and ability to feed and support their family if they didn’t accept our recommendation. We all recognize and know that’s wrong … right?
Haven’t we already established the effectiveness of masks and our current infection control practices in dentistry and medicine. We are NOT contracting or spreading this disease in our practices. Dental and medical offices have safely been treating patients for nearly 18 months and during every uptick in this pandemic. Why is my Front Office Receptionist who sits safely behind a Plexiglass barrier and is nowhere near a patient’s mouth being forced to vaccinate against her wishes? What about the Assistant who is trying or is pregnant or nursing an infant? Who gave the Governor and her Health Authority the right to force her to put something in her body and possibly into her baby’s body that she doesn’t want in either one of their bodies? These vaccine mandates are unethical, wrong and a violation of basic civil rights.
Why is an individual who has already had and recovered from COVID and has their own natural antibodies to the virus being forced to vaccinate or lose their job? Why is a vaccine being forced onto folks who have already acquired natural immunity? There are no current long-term studies which effectively prove that the COVID vaccine is more effective than acquired natural immunity to the various variants which are going to pop up every year moving forward. Common sense tells me that natural immunity is just as effective, but the Governor and her Health Authority are still mandating vaccines for everybody.
Again, I am not personally against vaccinations. My point is that the individual (the patient) should have the final choice, and that it should not be a political mandate. It should be a personal healthcare choice, like all other healthcare choices.
So if I am an advocate for my patient’s rights to choose the treatment of their choice, shouldn’t I also be an advocate for my Dental Assistant, Dental Hygienist and Front Office Receptionist to choose the healthcare option that they feel is appropriate for them? This mandate goes against everything that all healthcare providers are taught in school about informing and educating the patient about their choices and allowing them to choose the treatment that is best for them.
Why am I as an employer now being forced to poke my nose into my Staff’s personal health choices and coerce my Staff Members into accepting a treatment option that some of them do not believe in or want? Why am I, being forced and coerced to become the vaccine police and put in the middle of the Governor’s power trip? I don’t want to lose even one of my awesome Staff Members who practice every COVID precaution and have never had an infection control issue, over this! I love and support my staff and their right to make a personal healthcare choice and do not want to put them in a situation where they have to either choose something they have a moral or ethical problem with, or the loss of their livelihood.
In addition to this vaccine mandate being morally wrong; it will also hurt a lot of dental and medical practices, schools, hospitals, government agencies, restaurants, department stores, car repair shops, grocery stores, landscaping outfits … every sector is looking for employees. We are all short staffed. We are all working longer hours and more days than we want, because of the need and demand at work. We are all having a heck of a time finding competent and hard working people to come to work with us.
I understand the statement that our hospitals are overwhelmed with COVID cases, but is our Governor and her self-appointed Health Authority making the situation worse by creating barrier after barrier for hard working, experienced, professional nurses and hospital staff to do their jobs? Does putting brave and awesome National Guard people in our hospitals really and effectively replace the RN, the Phlebotomist, the Transcriptionist, the Pharmacist, the Ultrasound Technician or the person billing your insurance with 18 years of healthcare experience? F&%# No!
These types of policies are contributing to a mass exodus or early retirement of many experienced, awesome, caring, loving, hard working, ethical people who are tired of the politics. The Governor is replacing them with temporary patriotic National Guard men and women who have left their families and places of employment and are faithfully doing what’s being asked of them … but none of them really know how or have the experience or license to administer the drugs prescribed by the doctor, take care of a patient, take an x-ray, fill a prescription, provide physical therapy, draw blood, assist in surgery, bill insurance or recognize when a baby in the womb is struggling and to get the doctor in the room for the delivery. Many of these mandates keep making it harder and harder for our awesome and retired community of Physicians, Nurses, Dentists and Healthcare professionals to even volunteer or donate their time like they used to.
The Governor and her self-appointed Health Authority have to come out and publicly acknowledge that their policies are partly to blame for our hospitals inability to take care of all the patients that need their services. Stop blaming the unvaccinated and the people who are tired of wearing their masks after 18 months for the government’s failed policies, they are not the only reason we are in this mess! Experienced, ethical and amazing healthcare providers are being kicked out or leaving their jobs; because of excessive and obsessive governmental policies that are making it harder and harder to do their job.
Those of us still holding down a job are already working our butts off because of this pandemic, and now our ability to take care of our patients and those we are there to serve is being further deteriorated by additional government policies which can further reduce our staffing and only seem to be policies in Democratically controlled states and are not mandated or policies in non-Democratically controlled states of our nation. Has the CDC and the Federal Government mandated a national COVID vaccine? No they have not, because it would cause tremendous uproar and resistance and would never pass in certain parts of the country. The CDC directed the States to come up with a plan to administer the vaccine. That’s all the CDC said, … “come up with a plan”. The Governor and Oregon Health Authority’s plan is to force every individual to take the vaccine, or fire them from their job.
Is the Governor and her Health Authority abusing their power and oppressing the people of Oregon? We have elected representatives who are supposed to discuss, debate, vote and write the laws … so why has the Oregon Health Authority (not our elected representatives) and the Governor been writing laws for the last 18 months? It’s common knowledge that the Oregon Legislature is a puppet of the Democratic Party and will simply rubber stamp anything the Governor or her Party puts in front of them, but why are they not doing their job and having an open discussion, an open debate on any of these mandates? Who has been representing us in Salem the last 18 months?
We also have a judicial system that is supposed to protect the basic civil liberties of our citizens. Remember a few years back when Trump was President and his administration would come up with some new immigration, education or trade policy? That same afternoon, at least three Liberal Judges would stand up and overturn the policy based on something in the Constitution or to protect someone’s Civil Liberties. Don’t we still have a Constitution? Don’t we still have Civil Liberties? Where are our Judges who are supposed to be experts in the law and protecting our rights? We are supposed to have three SEPARATE branches of government, but two of them are controlled by the same party and have conveniently disappeared and now we are left with an Authoritarian Dictatorship.
This isn’t just a vaccine mandate for healthcare providers, it’s a vaccine mandate for teachers, basketball referees, coaches, government workers, the military and every parent, grandparent, aunt, uncle, cousin, brother, sister or person who has a child or relative in a public school or institution (that’s everybody). Did you know that after October 18th, in Oregon you will not be able to attend your own child’s school outdoor or indoor sporting events / functions or volunteer in your child’s school; unless you show your vaccination card? Again, I’m vaccinated and this doesn’t affect me, but I still think it’s wrong and even the vaccinated should stand up, question and resist these mandates. What if more Germans had stood up during the Nazi regime and questioned the treatment of the Jews by their government, instead of sitting idle and saying, “Well, I’m not Jewish and at least they aren’t coming after me.” The Gestapo didn’t go after those Germans who didn’t question the government, but the rest of the world sure did … because what they were doing was wrong.
There are folks with a Liberal and Progressive mindset out there who strongly believe in the vaccine and passionately support the actions of the Governor and the OHA. They are perfectly fine with whatever measures are being taken to force those who have not consented to the vaccine to be outcast from society … all in the name of public safety. Again, I’m pro vaccine …. but I’m against the way this is being done and believe these actions separate families, tear communities, break friendships and cause further and further mistrust between citizens and their government. Those same Liberals stood in the way and protested everything Trump said and did, and now seem puzzled that someone is standing in their way and questioning their policies and tactics.
Since when does a Governor have the authority to continuously mandate masks, vaccines, business closures, business restrictions, school restrictions, park closures, movie closures, state office restrictions, sporting event restrictions, travel restrictions, and the list keeps getting longer and longer with each passing day! Has the Oregon Legislature voted and approved any of these mandates? Have any of these measures and mandates really stopped the various surges and upticks in the number of cases in Democratically controlled states any more than in non-Democratically controlled states when you look at the data over the last 18 months and what cost to the community? Every state regardless of what their Governor did or didn’t do, has had upticks and downticks. These regulations have not seemed to stop the upticks, but they have turned neighbor against neighbor, employer against employee, small towns against big town, school boards against parents and citizens against their government.
If we can agree that this vaccine mandate is wrong, why are we going along with it? If we can demonstrate that it’s not good for our practices, why are we going along with it? The Oregon Dental Association has said that it has lobbied and worked hard to fight this mandate on our behalf (just like they did with the Dental Therapist Bill, and the prior mandates), but once again we lost our principle argument and nobody listened to us. We are not being heard or represented in Salem and the current administration in Washington doesn’t seem to be worried or care about us hard working folks out here in Oregon who don’t agree with everything coming out of Salem.
So, should we all bow our heads to Taliban-style control and attend more webinars to learn how we can all more effectively and quickly comply with this latest new mandate, or should we band together as a profession and as citizens and peacefully question and resist mandates which are unethical, immoral and have made little difference in the course of this pandemic?
I think you know where I stand. I’d love to hear where you stand on this COVID vaccine mandate. I always appreciate hearing from those who point out weaknesses in my opinions, as well as those who point out things I may have missed in my arguments in favor or in opposition to the expressed point of view.

I’ve got this patient who I am about to murder! Every time he comes in for a cleaning or exam, he takes up an extra twenty minutes pointing me to a rough spot or chip that his tongue is feeling. I look and check everything, but can never see a problem or find a rough spot. He continues on and insists that I need to polish the tooth that his tongue is on, and after polishing that tooth … his tongue moves onto the next tooth and so forth. I can’t seem to be able to get out of the room!
What do you do with patients like that?

I used to have a patient like that in my practice. Thank God he moved away and no longer comes to my office. I’m sorry he has ended up in your practice!
We’ve all been there with rough spots that patient’s tongues keep playing with. It is annoying, but it’s probably not worth committing murder. There are three techniques which I have used in the past to get the patient who keeps pointing to rough spots with their tongue out of my dental office.
The first trick is to simply rub some unflavored topical anesthetic on the teeth that the patient is directing you to. When the patient puts their tongue over there to feel for the rough spots (which aren’t even there), they will slowly numb their own tongue up and be unable to decipher if there is anything rough or sharp up there. It’ll get the majority of patients out the door, and they will soon forget all about whatever they were obsessed with which was never there.
The second trick after looking at the imaginary rough spot and the patient’s tongue is to point to the tongue and tell the patient that they seem to have an “abraded tongue”. We all know there’s no such thing as an ‘abraded tongue’, but the patient won’t want to look dumb or question you and they will nod their head in agreement. You then take out a composite finishing strip and proceed to sand the tip of their tongue with it. This won’t really do anything, but it’ll feel rough and annoying to the tongue. After a few strokes of the sandpaper, you tell the patient to feel for the rough spot with their tongue again. The patient’s tongue will be a little sore and they won’t be able to feel anything and they’ll quickly tell you that things feel much better and ask to be dismissed.
The third and final trick which I sometimes use, when a patient is really being demanding and repeatedly pointing to a spot which I have polished beyond smoothing, is the old spinning bur trick. As you are polishing the tooth that’s bugging the patient with your high speed polishing bur, you ask the patient to bring their tongue up and see if things are feeling better. You don’t move your drill away, and the patient will then ding their tongue against your high speed polishing bur and then the focus of the appointment turns into stopping the bleeding tongue, and the rough spot will be quickly forgotten. They’ll need to bite down on some gauze, do some rinses when they get home and you will be able to move onto your next patient. You obviously will need to scold the patient for having brought their tongue up, before you had a chance to remove the drill.
Once in a while, a patient will bring their finger up to feel for a sharp or rough spot and the same bur trick works with the tip of the finger as well. Both techniques are effective and will keep you on schedule.
