News From the ADA / ODA
- Oregon Board of Dentistry: Dental Implant Rules FAQ: The Oregon Board of Dentistry recently passed new requirements for providers placing dental implants, effective July 1, 2022. Review their FAQ on the new rules here.
- Oregon Board of Dentistry Rulemaking: In 2021, the Oregon Legislature passed HB 2528, creating a new dental provider called “Dental Therapists.” The Oregon Board of Dentistry is currently undergoing rulemaking in order to implement the bill. The public comment period on the proposed rules is open until June 3, 2022, 4 p.m.
- Monkeypox and Dentistry: A Brief Update for Oregon Clinicians:
- You have likely heard about cases of monkeypox (Orthopoxvirus genus, Poxviridae family) infections being reported through the United States.
- Monkeypox is a respiratory viral illness like smallpox, although it typically produces less severe illness for most patients. It is transmitted through inhalation of infected droplets or contact with infected bodily fluids or fabrics, such as clothing and bedding. It does not transmit via casual contact. Monkeypox can present with oral lesions, especially on the tongue.
- Recommended PPE includes a respirator, gown, gloves, and eye protection. There is mandatory reporting of cases to your local health department and testing is completed via the CDC and your local health department.
- Since the illness is evolving in the United States, updates are being frequently posted to the CDC website. For more general information on monkeypox, please visit here.

News From the Board of Dentistry (Implant Placement & Pain Management)
In case you were not yet aware of the following PERMANENT ADMINISTRATIVE ORDERS from the Oregon Board of Dentistry, you might want to click on the link at the bottom of this article to read more details.
- RULE SUMMARY: A dentist must meet certain requirements to place dental implants and also complete seven (7) hours of continuing education requirements each licensure period.
- (4) A dentist may place endosseous implants to replace natural teeth after completing a minimum of 56 hours of hands on clinical course(s), which includes treatment planning, appropriate case selection, potential complications and the surgical placement of the implants under direct supervision, and the provider is approved by the Academy of General Dentistry Program Approval for Continuing Education (AGD PACE), by the American Dental Association Continuing Education Recognition Program (ADA CERP) or by a Commission on Dental Accreditation (CODA) approved graduate dental education program.
- RULE SUMMARY: Prior to initial licensure an applicant must complete a one hour pain management course as specified in rule.
- RULE SUMMARY: Clarifies that all dentists must complete pain management course prior license renewal and that at least seven (7) hours of continuing education every renewal period are required to place dental implants

Disagree With Media Coverage . Mehdi Salari
There is only one thing that makes me more mad and furious than yet another senseless, horrific and awful school shooting. It’s the TV, internet, newspaper, social media and politicians’ analysis and list of solutions.
Here are a few recent examples and headlines of the 24-7 coverage of this latest cowardly and deranged act by the mainstream media:
- Joe Biden’s first prepared remarks: ”As a nation, we have to ask: When in God’s name are we going to stand up to the gun lobby?”
- CNN: ”Police failed to act quickly in Uvalde. Experts say their inaction allowed for the massacre to continue and led to catastrophic consequences”
- NY TIMES: ”As Uvalde Meets to Mourn, a Debate Unfolds Over the Commander’s Decision”
- WASHINGTON POST: ”Police mistakes in Uvalde should not take focus off the real issue: guns”
- HOUSTON CHRONICLE: ”Where were the heroes? Police stood by as Uvalde students died, begged for help”
I’ll say it again. The only thing worse than these awful, evil and horrific school or mass shootings is the 24-7 media’s coverage and the corrupt politicians’ remarks and solutions.
These school and mass shootings are abhorrent acts of pure evil from individuals whose mental illness and anger have been impossible to comprehend or predict.
The media and politicians never talk about the pure evil, mental illness, breakdown of families, values, virtue, morals, character, respect, integrity or sin against your fellow humans. Instead, the focus is on the failure or shortcoming of cops, the gun lobby and assault weapons. By the way, the media and folks who are screaming the loudest at the cops for following their safety protocols and procedures and not having done nearly enough, are the same folks who were screaming the loudest that the cops are systemically racist, need to be defunded and replaced by Social Workers with negotiating skills.
I’m not saying the cops did everything perfectly or that every individual should be allowed to walk around with assault weapons. I am saying that it’s not fair to blame the cops or guns alone for the insane actions of a madman. All agencies who deal with emergency and life and death situations, mess up when the emergency is happening for real, no matter how much they practice and train for a once in a lifetime emergency. It is unrealistic to expect any individual to do everything perfectly in a once in a lifetime traumatic and life-threatening situation, no matter how much training that person receives. If you’re a cop and dealt with mass shootings every week in your job, you would get really good at your emergency response; but if you’re a cop and dealing with one mass shooting in your entire career … I’m sorry … your response is not going to be textbook perfect. Did everything go smoothly and perfectly the last time you had a medical emergency in your office, or were there things you could have done better? We have all had training, but training is different than the real thing!
If the cops had gone blazing into the school with a heavy use of force and stopped the madman sooner but had accidentally injured or killed a teacher or student in the process, or if a cop had died or gotten injured … the national media coverage would have been on the abuse and heavy use of force by the Police and their lack of patience, understanding and negotiating ability. No matter what the Police response would have been, the national media coverage would have still put the blame on the Police and the guns; instead of the evil, corrupt, mentally unstable individuals who committed the crime. If the cops had armed the parents who wanted to storm the classroom and a parent or child would have gotten hurt in the process … what do you think the mainstream media would have said about that?
For the record, I am completely in favor of taking guns away from people with mental illness; but I am 100% against taking even a BB Gun away from law abiding citizens. At this time in history, we unfortunately have two mentally unfit, unstable and incompetent world leaders (Vladimir Putin & Joke Biden) with their fingers on the nuclear buttons, as well as control of all the tanks, ships, submarines and jets. I’m sorry, but if we’re going to take guns away from mentally unstable people, we need to start with Putin and Biden (and probably Chinese President Xi as well). The people in Ukraine who have weapons at least have a fighting chance against the mentally unstable person and forces invading their country. Sadly, we don’t live in a world where everyone gets along, and law-abiding individuals have a right to defend themselves and their families.
I’m not making light of school or mass shootings. My heart and thoughts are with the survivors and families of these awful events, who will never get their loved ones back and whose lives and futures have been permanently damaged. Every single person in this country and world wants to put a stop to these senseless acts of violence against children, defenseless people and our communities. I am not defending the Police, assault rifles or the gun lobby either. I am merely saying the national media and left leaning politicians are wrong in their comments and analysis and are further harming our country with their solutions and proposed legislation.
The media and politicians are harming our country and communities by further dividing, angering and re-traumatizing the nation with their constant blame on the Police response, guns and individual rights; at a time when we need to be healing and recovering from this traumatic assault and act of domestic terrorism by an evil and mentally corrupt individual.
I don’t have a perfect solution or way to stop these senseless acts either. I don’t think anyone does and I wish the corrupt media and politicians would stop bloating and thinking that they can solve these societal shortcomings with legislation that punishes the law-abiding citizens instead of the mentally unstable, evil and corrupt people in our communities. We don’t have a perfect utopia where everyone does the right thing all the time. We have had guns forever and assault type rifles since 1964. Why has there been such a dramatic increase in mass shootings and acts of violence in the last 15-20 years? Is it just the guns and the cops that have been the problem, or has our society, culture, mental health, morals, values and ability to cope and find hope also changed?

Dear Dr. Rupert,
I have lost all respect for my Dentist and his dental practice. I noticed at my last appointment that they had 1-ply and relatively rough toilet paper in their Reception Area Restroom! How can I trust or respect my Dentist when he uses 1-ply and rough paper? They advertise the latest and greatest technology in their practice; but single-ply toilet paper is ancient and awful. If they haven’t noticed or recognized the advances in toilet paper technology, how can I trust that they have the latest and best crowns and fillings?
I’m disappointed and would appreciate your thoughts on what you think I should do next?

Dear Appalled by 1-Ply Toilet Paper,
I’m actually on the same page as your Dentist in regards to putting 1-ply toilet paper in the Reception Area Bathroom. None of us want or appreciate patients doing things in our bathrooms which require a lot of toilet paper. We don’t really want you in our bathrooms. Patients should go potty in their own homes and do not need to show up for their dental appointment needing to spend ten minutes in our bathroom. I think the Gastroenterologists are the smartest doctors in the world, because before you go to see them, they make you drink that stuff that cleans you out completely.
Have you ever sat in a small Reception Area when somebody has stunk up the toilet and then opened up the door? It’s like having the seat on the plane next to the toilet! As soon as they open that door, it’s like a skunk walked into the room! It’s embarrassing for the person leaving the bathroom and the rest of the patients in the Waiting Room don’t deserve to be subjected to that type of torture before their dental appointment.
So to answer your question about what you should do next … I would say to empty your colon and bladder before going in to see your Dentist. They don’t want you doing your business in their office and neither would I. None of the other patients want you doing THAT in a small bathroom that opens right up into a Waiting Room full of patients either. That poor fan isn’t going to catch it all!
The problem is not the Dentist putting 1-ply toilet paper in the patient bathroom. The problem is you! Stop worrying about 1-ply toilet paper and look at the world around you … we have inflation, unemployment, war, hunger, homelessness, addiction and lawlessness to list just a few problems. There are a few things more important than the softness of the paper that you hold against your bottom!
